Governed AI,
measured by return.
Q(x) = the fraction of first-time visitors who return, unprompted, at their own cost.
The theoretical lineage is standard economics: revealed preference (Samuelson, 1938) — trust what people pay for, not what they say — executed under a skin-in-the-game condition (Taleb). A review costs nothing. A second visit costs an evening and a check. Q counts only the second visit.
Measurement
Computed on the Apeiron chain. Applies uniformly to a restaurant, a town, a fund, a workforce, an AVTR, or any sovereign shred of earth. Full architecture: apeiron.schotzenterprises.com
Why institutions care
Every AI system in production today is scored by engagement — a metric its vendor controls and inflates. Q is the governed alternative: an outcome metric no vendor, platform, or counterparty can manufacture, computed on records the principal owns. For workforces on extended careers, for brands, for municipalities competing for returning visitors, Q is the same instrument at every scale: verified return, on an owned ledger.
