GOVERNED AI • FACTOR Q
INSTITUTIONAL BRIEF • JULY 2026 • NEW YORK

Governed AI,
measured by return.

EarthQ is a value framework for the AI era built on one unforgeable metric: whether people come back at their own time and expense. Ratings are opinions. Q is receipts.

Q(x) = the fraction of first-time visitors who return, unprompted, at their own cost.

The theoretical lineage is standard economics: revealed preference (Samuelson, 1938) — trust what people pay for, not what they say — executed under a skin-in-the-game condition (Taleb). A review costs nothing. A second visit costs an evening and a check. Q counts only the second visit.

Non-fiat by constructionNo authority can print Q. Every unit is minted by a verified person spending real time and money to return. You can decree a currency; you cannot decree a second visit.
Sybil-resistant by economicsIdentity is a carrier-verified number, salted and hashed. Faking Q at scale costs more than earning it.
Auditable end to endVisits commit to a tamper-evident chain. Any auditor can verify the count; no auditor can inflate it.

Measurement

Q(x) = |{user_hash : visits(x) ≥ 2, self-initiated}| ÷ |{user_hash : visits(x) ≥ 1}|
Computed on the Apeiron chain. Applies uniformly to a restaurant, a town, a fund, a workforce, an AVTR, or any sovereign shred of earth. Full architecture: apeiron.schotzenterprises.com

Why institutions care

Every AI system in production today is scored by engagement — a metric its vendor controls and inflates. Q is the governed alternative: an outcome metric no vendor, platform, or counterparty can manufacture, computed on records the principal owns. For workforces on extended careers, for brands, for municipalities competing for returning visitors, Q is the same instrument at every scale: verified return, on an owned ledger.

Talk is free. Returning isn't.
